St. Lucie County Sheriff Mascara is looking for additional victims of jailed fraudster James William Downing
A 45-year-old Melbourne man is behind bars following a six-month fraud investigation by the St. Lucie County Sheriff’s Office, and Sheriff Ken J. Mascara is asking anyone the jailed man may have victimized to contact detectives.

“Our Economic Crimes Unit has charged James William Downing (DOB 1/30/63) with unlawful sale of securities, sale of securities without a license, fraudulent transactions and organized fraud,” Sheriff Mascara said. “He bilked his victims out of more than $350,000 and spent the money on vehicles, liquor, food and other personal expenses. His company never made any money.”

Detectives think there may be additional victims of Downing or his fraudulent business, Health Solutions for Life or any other companies he may have set up.

“I am asking anyone who may have been a victim of James William Downing to call our detective offices at 772-462-3230 or Detective Sgt. Frank Pellegrini at 772-462-3602,” Sheriff Mascara said.

Downing befriended his victims and promised huge returns on their investment.

“It’s important for people to carefully investigate investment opportunities,” Sheriff Mascara said. “If it sounds too good to be true, it’s a safe bet that it is indeed too good to be true.”

Downing is jailed on $200,000 bond. He could face up to 25 years in prison if convicted on the most serious charge of making fraudulent transactions.
